DeCA
The Electronic Administrative Control Document (DeCA) is the document used in Spain to verify and monitor specific public road freight transport services.
In practical terms:
- It replaces the former paper-based control document.
- It must contain essential service details: carrier, shipper, origin, destination, goods, etc.
- Its purpose is to enable the authorities to verify the conditions under which the transport is carried out.
- It is generated and stored in electronic format, in compliance with transport regulations.
- Exemptions or specific rules apply in certain cases, depending on the type of transport.
The regulation in question is Order FOM/2861/2012 of December 13, and the consolidated text from the Official State Gazette (BOE) indicates that the latest update was published on March 28, 2026.
"Article 6. Content of the control document.
The control document must contain, at a minimum, the following essential information:
a) Name or corporate name, Tax Identification Number (NIF), and address of the contractual shipper.
b) Name or corporate name and Tax Identification Number (NIF) of the actual carrier.
c) Place of origin and destination of the shipment being transported.
d) Nature and weight of the transported goods. In cases where, due to the circumstances under which the vehicle is loaded, it is difficult to determine the exact weight of the goods to be transported, an alternative type of measurement shall be used to determine the weight.
e) Identification of the special traffic authorization issued by the competent authority for traffic, circulation, and road safety, when the vehicle is required to operate under such an authorization.
f) Date on which the transport of the shipment in question is carried out.
g) License plate number of the vehicle used to carry out the transport. In the case of an articulated vehicle combination, the license plate numbers of both the towing vehicle and the semi-trailer or trailer being towed must be recorded.
If a change of vehicle occurs after the transport operation has commenced, this circumstance must be recorded in the control documentation by the transport company.
h) Whenever requested by the parties involved, any observations, reservations, or other indications deemed useful shall be recorded."
